… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

Mexico teachers union boss arrested for corruption

MSN – AFP, 27 February 2013

Elba Esther Gordillo, the head of Mexico's powerful teachers union and an influential political figure, has been arrested for allegedly embezzling millions of dollars for personal use, including plastic surgery and shopping sprees, authorities said.

Mexico teachers union boss arrested for corruption

Attorney General Jose Murillo Karam said Gordillo was arrested Tuesday at the airport of Toluca, some 60 kilometers west of the capital, and was poised to appear before a judge.

Speaking to reporters, Murillo Karam said the Finance Ministry's financial analysis unit detected unusual activity that led to the discovery of multiple operations worth some 2 billion pesos (about $156 million) from accounts belonging to the National Union of Education Workers (SNTE).

Authorities uncovered a complicated network of transfers, with authorities discovering the money went towards plastic surgery, shopping at luxury stores in the United States -- including $3 million at one department store alone -- as well as the acquisition of property and even artwork.

In addition, $2 million dollars of union money made it into accounts in Switzerland and Liechtenstein.

Gordillo, 68, has headed the union, which has some 1.4 million members and is among the largest in Latin America, with an iron fist since 1989. Known for her luxurious lifestyle, she was secretary general of the Institutional Revolutionary Party (PRI) -- which regained power last December -- from 2002 to 2005.

With the strength of the union behind her, she went on to form the New Alliance Party after her split with the PRI.

Gordillo's contribution to Felipe Calderon's tight presidential victory in 2006 made her a privileged partner of the former government with a strong influence over Mexican education matters.

With the swearing in of President Enrique Pena Nieto last December, marking the return to power of the PRI after a 12-year absence, Gordillo found herself at odds with Education Minister Emilio Chuayffet.

Gordillo's arrest, along with three others, comes a day after the enactment of education reform in this country of nearly 112 million where 64 percent of children complete elementary school.

In Peru, a Highway Billboard That Turns Wind into Water

Worldcrunch, 22 February 2013

LIMA - You've seen highway billboards advertising some rest-stop or hotel: "Oasis, Next Exit." Now in Peru, there's a billboard that actually is itself something of an oasis.

The Technology and Engineering University of Peru has installed a billboard panel along the Panamericana Sur (PanAmerican highway) highway that generates 96 liters of drinkable water a day with a built-in humidity condenser.

Under the slogan “ingenuity in action”, the Lima university team designed the billboard and installed it on kilometer 89.5 of the Peruvian section of the major Latin American highway.

Alejandro Aponte, the project’s chief explains the inner workings of the panel: “Inside the panel are five machines that absorb environmental humidity and then, through an electronic multi-filtering system (activated carbon, antistatic filters and UV lamps), the water is purified and turned into a ready-to-drink source."

Aponte says each machine produces 28 liters of water every day, and needs a minimum humidity percentage of at least 70% in the environment, which is normal in Lima.

The water produced is available for anyone who wants to stop and take it. A storage tank holds the water that neighbors or spontaneous thirsty drivers stop by to collect -- or just have a drink.

“The concept of this project is to show people how technology and engineering can change the world," says Juan Donalisio, from the Mayo agency, which launched the campaign together with Humberto Polar and Aponte. "This is why I wanted to expose one of my applications live and in public. So it is tangible and useful for people."

“… New ideas are things you never thought of. These ideas will be given to you so you will have answers to the most profound questions that your societies have had since you were born. Inventions will bring clean water to every Human on the planet, cheaply and everywhere. Inventions will give you power, cheaply and everywhere. These ideas will wipe out all of the reasons you now have for pollution, and when you look back on it, you'll go, "This solution was always there. Why didn't we think of that? Why didn't we do this sooner?" Because it wasn't time and you were not ready. You hadn't planted the seeds and you were still battling the old energy, deciding whether you were going to terminate yourselves before 2012. Now you didn't…. and now you didn't.

It's funny, what you ponder about, and what your sociologists consider the "great current problems of mankind", for your new ideas will simply eliminate the very concepts of the questions just as they did in the past. Do you remember? Two hundred years ago, the predictions of sociologists said that you would run out of food, since there wasn't enough land to sustain a greater population. Then you discovered crop rotation and fertilizer. Suddenly, each plot of land could produce many times what it could before. Do you remember the predictions that you would run out of wood to heat your homes? Probably not. That was before electricity. It goes on and on.

So today's puzzles are just as quaint, as you will see. (1)How do you strengthen the power grids of your great nations so that they are not vulnerable to failure or don't require massive infrastructure improvement expenditures? Because cold is coming, and you are going to need more power. (2) What can you do about pollution? (3) What about world overpopulation? Some experts will tell you that a pandemic will be the answer; nature [Gaia] will kill off about one-third of the earth's population. The best minds of the century ponder these puzzles and tell you that you are headed for real problems. You have heard these things all your life.

Let me ask you this. (1) What if you could eliminate the power grid altogether? You can and will. (2) What if pollution-creating sources simply go away, due to new ideas and invention, and the environment starts to self-correct? (3) Overpopulation? You assume that humanity will continue to have children at an exponential rate since they are stupid and can't help themselves. This, dear ones, is a consciousness and education issue, and that is going to change. Imagine a zero growth attribute of many countries - something that will be common. Did you notice that some of your children today are actually starting to ponder if they should have any children at all? What a concept! ….”

Castro Picks ‘Young’ New Heir to Take Regime Into Future

Havana. President Raul Castro has been reelected to what he vowed would be his last term in office, and unveiled a 52-year-old political heir tasked with securing the future of the communism in Cuba after 2018.

“This will be my last term,” Castro, 81, told lawmakers after the National Assembly reelected him Sunday and named a new regime number two, Council of State Vice President Miguel Diaz-Canel.

Castro said he was “elected to defend, maintain and continue perfecting socialism — not to destroy it,” adding that his economic reforms will create “a less egalitarian society, but a fairer one.”

Choosing Diaz-Canel, a former military man and professor from Villa Clara who has represented the president on foreign trips in recent months, “marks a final step in configuring the country’s future leadership, through the slow and orderly transfer of the main leadership positions to new generations,” Castro said.

The changes are in line with a decision adopted by the Communist Party last year to limit the terms of top office holder to 10 years. Raul Castro will reach this limit on February 24, 2018.

Raul Castro became Cuba’s interim president when Fidel took ill in 2006. He formally became president in 2008.

Through the Cold War and now for more than two decades after it, the United States has tried to isolate Cuba to press for democratic change.

In 1962, it imposed a full trade embargo on Havana — the only one-party Communist regime in the Americas — to pressure the communist island to open up democratically and economically.

Cuba finally appears poised to have lined up new leadership, provided it can continue to prop up its dysfunctional economy while keeping the regime afloat.

Cuba is dependent on aid from oil-rich Venezuela and so far has failed to discover reserves of its own, although some experts say there are untapped stores of crude off its Gulf of Mexico coast.

The fate and future of the Cuban regime also depends on the health of Venezuelan President Hugo Chavez, Cuba’s main economic supporter and political ally, who is recovering from cancer surgery. But there is no guarantee a successor would feed Cuba’s economy as much as Chavez.

Diaz-Canel, who turns 53 in April, is an electrical engineer by training, a former education minister and the president’s de facto political heir seeking to project the Americas’ only one-party Communist regime into the future.

Since March, Diaz-Canel has been one of the eight vice presidents on the Council of Ministers. He took the number two spot from Jose Ramon Machado Ventura, 82, who relinquished the post but remains one of Cuba’s vice presidents.

Diaz-Canel, as political heir, cuts a starkly different profile from the revolutionary leadership, whose members are mostly in their 80s.

If he comes to lead Cuba, he would be the first leader of the regime whose entire life has been under the Castro regime that started in January 1959.

Barring any changes, Diaz-Canel would succeed Raul Castro, who will be 82 in June, if the president serves out his term through 2018.

A careful speaker, the lanky Diaz-Canel also has been a leader of the Communist Youth Union, and went on an international “mission” to Nicaragua during the first leftist Sandinista government.

He rose up the ranks, leading the party in Villa Clara in central Cuba, before being chosen to lead it in Holguin province in the east. Diaz-Canel was then bumped up to the Politburo in 2003.

There was more new blood among the five vice presidents on the Council of State, in the person of Mercedes Lopez Acea, 48, the former leader of the Communist Party’s Havana provincial assembly.

And Raul Castro’s own daughter, Mariela Castro, was elected as an assembly lawmaker for the first time.

A professional sexologist, she has lobbied the regime to guarantee better treatment for gays, lesbian and transgender Cubans. She is expected to push for Cuba to legalize same-sex marriage.

The National Assembly, whose members ran for office in October unopposed, also chose Esteban Lazo, 68, as their new speaker. Seen as an ideological hardliner, he is also the regime’s most prominent Afro-Cuban leader.

“Lazo has been all about ideological orthodoxy,” said professor Arturo Lopez-Levy at the University of Denver in the US state of Colorado.

Hope for Latino pope rises in Brazil

Deutsche Welle, 24 February 2013

For the first time in history, there's a realistic chance that the new Pope could be Brazilian. The discussion reflects a longing for awakening and renewal in the largest Catholic country in the world.

The new pope's first international journey is already set for Rio de Janeiro, where around two million believers are expected to gather from July 23 to 28. So, is God Brazilian, as Carlos Diegues' movie suggested a decade ago? At the Brazilian bishops' conference as well as within the Brazilian government, the yearning for a "Latino" pope is growing.

Raymundo Damasceno Assis, head of the Brazilian bishops' conference, told the Brazilian daily "O Globo" that there's no great desire for the church to be led by a European. "How do we know God doesn't want to point to a leader from another continent?" Assis was quoted as saying.

A similar sentiment came from the capital city Brasilia, where Gilberto Carvalho - head of the cabinet - was quoted in the Brazilian press expressing his desire for a Brazilian pope.
Carvalho, who is himself a devout Catholic, told Reuters, "It would be a great honor for any country to have a pope of its nationality."

Pope from the south?

Spiegel hopes for a "pope
from the south"
Humility is not currently the dominant tone in the up-and-coming country of Brazil. Why shouldn't the nation that will host World Youth Day, the next soccer World Cup and the Olympic Games also boast the selection of a Brazilian pope?

Pirmin Spiegel, head of the Catholic charity Misereor, said he always perceived the Latin American, and especially the Brazilian church, as "very self-confident." Spiegel, who lived for Brazil for 15 years as a missionary, also desires a non-European pope. "It would surely be an important sign if the next pope came from the [global] south," he said. Many partners of the project also reportedly want a Latin American pope who would understand the realities of the continent.

Brazilian favorite

From a purely statistical perspective, there's a low chance that a Brazilian pope will emerge from the conclave. Of the 117 eligible cardinals, only five originate from Brazil - although around 125 million Catholics live in the country.

The United States, with 70 million Catholics - including many who immigrated from Latin American countries - has 11 candidates. Meanwhile the majority of cardinals - 61 - are from Europe.

However, there is one Brazilian among the five in the conclave who is considered a favorite: Odilo Pedro Scherer. Pope John Paul declared the 65-year-old with German roots an auxiliary bishop in Sao Paulo in 2001. Six years later, Pope Benedict named Scherer archbishop of the Brazilian city.

Brazilian Scherer is a favorite for pope
In his native Brazil, Scherer is seen as a conservative who has fought against declining traditional values, and against homosexual union, while in Rome, he enjoys the reputation of being moderate and open.

Distance from subjects

Behind the longing for a Brazilian pope is a perceived distance of many Brazilian Catholics to Benedict. João de Deus de Carvalho Leal, a priest who shared details about his life in northeast Brazil at the invitation of the German aid organization Adveniat, described the Roman Curia as living in a completely different world.

"We are bound together by belief, but we don't have a special relationship to Benedict," Carvalho Leal said. For the priest from the small town of Oeiras in the northeast Brazilian state of Piaui, evangelism and the fight against poverty go hand in hand.

Carvalho Leal, who linked care of souls with social work, cautioned against Catholicism as being simply a conglomeration of principles and dogma. "A repetition of prohibitions, that's not what we expect from the church," he added.

The alienation of many Brazilians from the Catholic church is underscored by the numbers: According to the Brazilian statistical agency IBGE, the proportion of Catholics in Brazil decreased from 74 percent to 64 percent in the decade from 2000 to 2010. Evangelical churches, in the same time period, increased their membership from 15 to 22 percent of the Brazilian population.

Evangelical competition: 1.5 million people took part in the Pentecostal
"March for Jesus"

A calling - for reform

Elizete Dia da Silva, a missionary nun, said it was largely the spirituality of evangelical movements that draws people in. "The lack of a calling is apparent in all orders," she said, adding that "there are less people everywhere." She hopes that the next pope would be "a true pastor" who would represent the interests of the poor.

Sisters within Catholic orders, such as Dia da Silva, are often considered "midwives of the church." Priests, however, are in short supply. Spiegel said that although the Eucharist on Sundays is a focal point for Catholicism, the majority of Brazilian parishes don't offer the ceremony.

Like many believers in Latin America, Spiegel also promotes granting more rights to women in the Catholic church, including "discovering new paths ... to priesthood."

The desire for reform is strong in Latin America as well as in Europe. Many parishes call for a revival of a more liberal theology, which was pushed aside by the last two popes. Spiegel is convinced that "as long as people live in degradation and marginalization, liberal theology will be relevant, even if it goes by another name."

Health of Hugo Chávez not improving, Venezuelan government indicates

Update on president's breathing problems since return from cancer clinic in Cuba says 'tendency has not been favourable'

Hugo Chávez is still suffering respiratory problems after his operation in Cuba more than two months ago as he continues to battle cancer, the Venezuelan government has said.

"The breathing insufficiency that emerged post-operation persists and the tendency has not been favourable, so it is still being treated," read the first official communique on Chávez's health since his return to Venezuela on Monday.

The short statement was read on national TV by the information minister, Ernesto Villegas, who said treatment for Chavez's "base illness" – presumably the cancer first detected in mid-2011 – continued without "significant adverse effects for now".

Little detailed medical information has been made public on Chávez's condition, meaning that the government's occasional short statements are examined by Venezuelans for clues about the future for him and the nation he has governed for 14 years.

Supporters pray the socialist president may recover and return to active rule, but many Venezuelans believe he has come home to resign and smooth over a transition or simply to die.

"The patient remains in communication with relatives and the government political group in close collaboration with the medical work group," the statement added. "The president holds firm to Christ, with absolute will to live and maximum discipline in the treatment of his health."

Chavez, 58, is being treated in a Caracas military hospital.

Apart from a few photos released by the government last week he has not been seen or heard from publicly since an 11 December operation in Havana, his fourth surgery for cancer.

He returned home at 2.30am local time on Monday without fanfare or media attention.

Pope to resign in historic move

Pope Benedict XVI on Monday announced he would resign, citing old age, in a stunning announcement that marked a first in the modern history of the Catholic Church.

MSN - AFP, 11 February 2013

Pope to resign in historic move

The German-born pope said he would step down on February 28, which will make him the first pontiff to resign in centuries.

"I have come to the certainty that my strengths, due to an advanced age, are no longer suited to an adequate exercise of the Petrine ministry," the 85-year-old pope said in a speech delivered in Latin at a meeting of cardinals in the Vatican.

Dressed in red vestments and his voice barely audible as he read from a written text, the pope made the announcement in a hall in his residence -- the Apostolic Palace next to St Peter's Square.

Vatican spokesman Federico Lombardi said he expected a conclave of cardinals to be held in March within 15 or 20 days of the resignation and a new pope elected before Easter Sunday on March 31.

Benedict , an academic theologian who has written numerous books including a trilogy on the life of Jesus Christ that he completed last Christmas, will retire to a monastery within the Vatican walls.

"In order to govern the ship of Saint Peter and proclaim the Gospel, both strength of mind and body are necessary, strength which in the last few months, has deteriorated in me to the extent that I have had to recognise my incapacity to adequately fulfil the ministry entrusted to me," the pope said.

"For this reason, and well aware of the seriousness of this act, with full freedom I declare that I renounce the ministry of Bishop of Rome, Successor of Saint Peter, entrusted to me by the Cardinals on 19 April 2005, in such a way, that as from 28 February 2013, at 20:00 hours (1900 GMT), the See of Rome, the See of Saint Peter, will be vacant and a Conclave to elect the new Supreme Pontiff will have to be convoked," he said.

Tributes poured in for Benedict from around the world including his native Germany where Chancellor Angela Merkel said she had the "greatest respect" for his decision, and hailed him as "one of the most significant religious thinkers of our time".

French President Francois Hollande said the pope's decision was "eminently respectable".

British Prime Minister David Cameron said the pope had worked "tirelessly" to boost ties with Britain.

Benedict, formerly Joseph Ratzinger, was the Catholic Church's doctrinal enforcer for many years and earned the nickname "God's Rottweiler".

He was elected in 2005 at a time when the Vatican was being rocked by multiple scandals over child abuse committed by priests.

The guiding principle of his papacy has been to reinvigorate the Catholic faith, particularly among young people and in countries with rising levels of secularism like Europe and North America.

Benedict has championed Christianity's European roots and showed his conservatism by repeatedly stressing family values and fiercely opposing abortion, euthanasia and gay marriage.

Pope Benedict, who has looked increasingly weary in recent months and often has to use a mobile platform to move around St Peter's basilica during Church services, had hinted in a book of interviews in 2010 that he might resign if he felt he was no longer able to carry out his duties.

The scandal over confidential memos leaked from the Vatican by the pope's once loyal butler last year was a particularly hard blow for the pope.

"The pope caught us a bit by surprise," Vatican spokesman Federico Lombardi said at a hastily-arranged press conference.

Lombardi stressed that the pope's decision was his own and was "well thought out" and that "there is no illness that has contributed to it".

He said the pope had chosen a consistory to make his announcement because it would group cardinals together, adding that most of them had not been informed of the pope's announcement beforehand.

The only other pope to resign because he felt unable to fulfil his duties was Celestine V in 1294, a hermit who stepped down after just a few months in office saying he yearned for a simpler life and was not physically capable for the office.

In 1415, Gregory XII resigned in a bid to end the "Western Schism", when two rival claimants declared themselves pope in Pisa and Avignon and threatened to tear apart Roman Catholicism.

Other popes have stepped down for a variety of reasons in the papacy's mediaeval history.

“ … Spirituality (Religions)

Number one: Spirituality. The systems of spiritual design on your planet are starting to change. This is not telling you that certain ones are going to go away. They're simply going to change. Some of the largest spiritual systems, which you would call organized religion on the planet, are shifting. They're going to shift away from that which is authority on the outside to authority on the inside. It will eventually be a different way of worship, slowly changing the rules while keeping the basic doctrine the same.

The doctrine of the Christ has always been to find the God inside. The teachings were clear. The examples of the miracles were given as an example of what humans could do, not to set a man up for worship as a God. So when that has been absorbed, the teaching of the Christ can remain the teaching of the Christ. It simply changes the interpretation.

The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. So once the holy words are redefined with new wisdom, the Human changes, not the words of the prophets. In fact, the prophets become even more divinely inspired and their wisdom becomes even more profound.

You're going to lose a pope soon. I have no clock. Soon to us can mean anything to you. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. It is not the fall of the church. It is instead the recalibration of the divinity inside that would match the worship that goes on. It's a win-win situation. The new pope will have a difficult time, since the old guard will still be there. There could even be an assassination attempt, such is the way the old energy dies hard. That is number one. Watch for it. It's a change in the way spiritual systems work. It's a realignment of spiritual systems that resound to a stronger truth that is Human driven, rather than prophet driven.…”

Lightning strikes St Peter's dome at Vatican on day
the Pope announced resignation, by Filippo Monteforte

"... Let us speak for a moment about some recent developments—first, Pope Benedict. A most unusual event indeed, a pope resigning, and the announced reason, “advanced age,” is factual in a way.

The pope seen publicly is a clone. Because it is aging rapidly and its energy is ebbing, it will not be able to function much longer and replacement clones are hard to come by these days. That is why the pontiff himself, who looks healthier and younger than the clone, will remain in seclusion. Depending upon his life span and the timing of the truth about clones coming forth, he may be seen later on looking quite refreshed.

The significance of this resignation is much more far reaching than a failing clone—it cracks open the door to truths that have been hidden for centuries, such as pedophilia in the priesthood has been rampant for over 1500 years.

The Vatican, which has been a major world player under the Illuminati umbrella, is the international headquarters of Satanism, and its untold wealth includes stolen art treasures acquired in collaboration with Nazis during World War II. Any pope who raised an objection to the mammoth deceit, unconscionable behavior and amassing of fortunes was short-lived.

Yet, possibly the most shocking revelation will be the disclosure of ancient records that will show how the Bible long ago was strategically altered—most notably the fabricated story about Jesus’ crucifixion and resurrection—to give the church control over the Catholic populace.

When all of that becomes public knowledge, the Vatican’s long reign will be over. The crumbling will be extremely sad and difficult for Catholics, but all devout Christians will be profoundly affected by learning that the foundation of their lives was built on lies.

Compassion for all of those souls can help them accept that the truth about Jesus’ life and teachings is far more valuable than what they have been taught. Their beliefs that are based in spirituality rather than in dogma will endure and the rituals based on falsehoods will fade away. ..."

"... The Rothschild faction of the Illuminati, which governed its empire from London and the Vatican, lost its media foothold along with its other powers in that part of the world. A section of the Illuminati’s Rockefeller faction, headquartered in Washington, DC, and New York City, still has influence on major media in the US as well as on Wall Street; and their lingering foothold in Congress is evident in the intransigence that has stagnated progress. ..."

“…. Each project is underway and that will result in a sudden wealth of information reaching you. Events are such that the facts can no longer be kept hidden, and with that there will be an explosion of people coming forward to tell what they know. It may take longer where the Vatican is concerned, as it is akin to a secret society that has kept its dark secrets hidden well away. However, nothing will remain concealed for too long, as you are entitled to know the truth and the extent to which you have been deceived….”

“ ….   5. Because the dissemination of accurate information is crucial, another good indicator of the light’s progress is that mainstream media censorship clearly is on the decline. For instance, even though the Vatican is one of the kingpins under the Illuminati umbrella, it now is public knowledge that investigation into the Vatican’s financial affairs is underway. Ultimately this will lead to uncovering the cesspool of darkness in that tiny sovereign state, including that it is the international headquarters of satanic worship and a vast storehouse of stolen art treasures. …."

Haiti's 'Baby Doc' Duvalier avoids appearing in court

Haiti's former ruler Jean-Claude "Baby Doc" Duvalier has been ordered to appear in court in Port-au-Prince after failing to attend a hearing.

Relatives of some of those allegedly killed or tortured by his militias in the 1970s and 1980s want him charged with crimes against humanity.

Mr Duvalier had filed a last-minute appeal to avoid appearing in court.

The ex-leader, who returned to Haiti in 2011 after 25 years in French exile, had already missed two hearings.

He denies all charges, with his lawyers saying the case should be thrown out.

The courtroom was packed with relatives of his victims, lawyers in black robes, human rights observers and journalists.

A Haitian human rights lawyer, Mario Joseph, said: "Duvalier is trying to control the justice system like when he was a dictator."

Human rights groups say hundreds of political prisoners died from torture or were murdered under Mr Duvalier's rule from 1971 to 1986.

His unexpected homecoming two years ago prompted the Haitian authorities to open an investigation.

In January 2012, a court decided Mr Duvalier should stand trial for embezzling public funds but ruled that the statute of limitations had run out on charges of murder, arbitrary arrest, torture and disappearances.

However, Amnesty International and the Open Society Justice Initiative said the former leader "must not evade justice" for crimes against humanity. The United Nations High Commissioner for Human Rights has also said Mr Duvalier should face justice.

Symbolic

The court in Port-au-Prince is hearing an appeal by victims challenging the January 2012 ruling regarding the charges of human rights abuses.

Duvalier's trial could be a
 turning point for Haiti,
correspondents say
Any future trial would be a symbolically crucial moment and a potential turning point for Haiti, says the BBC's Mark Doyle.

There is a widespread feeling in that the judiciary is biased in favour of the rich, he adds.

The appeal court already ordered Mr Duvalier twice to appear to answer the charges - once on 31 January and again on 7 February.

A judge ruled the ex-leader would be arrested if he did not turn up on Thursday.

Amnesty International and Human Rights Watch are observing the case in the capital.

Jean-Claude Duvalier was just 19 when he inherited the title of president-for-life from his father, Francois "Papa Doc" Duvalier, who had ruled Haiti since 1957.

Like his father, he relied on a brutal militia known as the Tontons Macoutes to control the country.

In 1986 he was forced from power by a popular uprising and US diplomatic pressure, and went into exile in France.

Cholera claim

Meanwhile, the United Nations has formally rejected claims for the compensation of victims of a cholera outbreak in Haiti that has killed about eight-thousand people.

The UN Secretary General Ban Ki-Moon called the Haitian president Michel Martelly to inform him of the decision, and to reiterate the UN's commitment to the elimination of cholera in Haiti.

The UN says it is immune from such claims under the Convention on the Privileges and Immunities of the United Nations, which was adopted in 1947 by the General Assembly.

The UN has never acknowledged responsibility for the outbreak, saying it is impossible to pinpoint the exact source of the disease.

There is growing evidence that cholera was accidentally introduced to Haiti through a United Nations peacekeepers' base that had leaking sewage pipes.
