Passports and war driving pregnant Russians to give birth in Argentina

When migration officials detained six pregnant Russian women at a Buenos Aires airport last week, they exposed a phenomenon that has been growing in the country for a year: Russian birthing tourism. 

As Russia's President Vladimir Putin wages war in Ukraine, Argentina has gradually become the destination of choice for Russian expectant parents fleeing the threat of conscription and seeking new passports in the South American country. 

Pregnant Russian women and couples with a newborn baby have become increasingly visible in Buenos Aires over the last year, whether in cafes, parks, or buses, but especially in private clinics. 

The case of the six detained women sent alarm bells ringing at the Directorate of Migrations, worried that something underhand was afoot. 

The six heavily-pregnant women -- who traveled separately and were detained for only a few hours over two days -- had tourist visas but no return tickets and were unable to give any details about what they planned to visit. 

Authorities were worried criminal gangs were involved but in truth, the Russians just wanted to give birth in the country. 

Argentina's quality medical facilities and the ease with which nationality is obtained are part of the draw. 

'I want my son to live' 

But many are driven by fear that one day their children could be conscripted into the army and sent to wage a bloody war, like Putin is doing in Ukraine with the current generation. 

"Some 90 percent of the women who come are looking for a better future," interpreter Elena Shkitenkova, who has lived in Argentina for 20 years and helps expectant mothers in their administrative processes, told AFP. 

"There have been cases of women that when they have discovered they are expecting a boy, they decided to come to Argentina." 

The South American country bestows nationality on anyone born in Argentina, meaning those Russian boys born here would be able to avoid any eventual conscription when they become men. 

"They tell me: 'I want my son to live, I want peace for my son, I want a better future'," added Shkitenkova. 

The parents too are desperate to escape the war. 

"The war in Ukraine influenced our decision to come to Argentina, although that was not the only reason," Elena, 32, a mother of three girls who did not give her surname, told AFP. 

"It is certain that if we had stayed in Russia, my husband probably would have been conscripted," she added. 

The parents of Argentine babies are afforded residency rights and an accelerated process to apply for citizenship. 

Elena's youngest daughter, Severina, was born in Buenos Aires in May. 

"We want to stay here and assimilate. Our residency application is in progress," she said. 

At the Sanatorio Finochietto clinic, there is a noticeable presence of Russian families and pregnant women. 

Guillermo Capuya, who is in charge of the clinic's institutional relations, says the arrival of pregnant Russians "began very slowly" about a year ago, around the start of Russia's invasion of Ukraine. 

"We did not imagine it would become a phenomenon, but in the last quarter it started to increase exponentially" to the point that in December a quarter of the 200 births in the clinic were to Russian mothers. 

'It's an avalanche' 

Most of the Russians do not speak Spanish and almost none have ever visited Argentina before. 

But what is happening now "is an avalanche," said Florencia Carignano, the migration agency director. 

They mostly arrive on flights from Amsterdam, Istanbul and Addis Ababa. 

Carignano says there are 14 or 15 pregnant Russians on each of those flights. 

More than 5,800 have arrived in the last three months. 

There is nothing new about Russians seeking dual nationality for their children, a man who created an agency to help expectant parents in Argentina told AFP under condition of anonymity. 

Before, the preferred destination was the United States. 

The "package" deal for giving birth in Argentina can cost up to $15,000, he said. 

"If you have a bit of money and are able to have your child born outside Russia, you will do it. It's easy to acquire Argentine citizenship and you get treated a lot better than with the red Russian passport," he said. 

According to the federal police, some networks charge up to $35,000 for birthing tourism. 

Authorities are worried mafia organizations could be trying to get access to Argentine passports. 

Police conducted a raid in Buenos Aires last week, seizing telephones, documents and several currencies, although no arrests were made. 

The Argentine passport allows you to travel to 175 countries without a visa, around 50 more than with a Russian passport.

El Salvador expels Venezuela diplomats in challenge to Maduro

San Salvador (AFP) - El Salvador ordered Venezuela's diplomats to leave the country in a challenge to their president Nicolas Maduro, prompting his government to respond by expelling Salvadoran envoys in Caracas on Sunday.

El Salvador under its new President Nayib Bukele is one of more than 50 countries that have declared Maduro's government in Venezuela illegitimate.

They have switched their recognition to his lead rival, national assembly speaker Juan Guaido, who has declared himself Venezuela's acting president.

Bukele said El Salvador had ordered "the diplomatic corps from the regime of Nicolas Maduro" to leave the country within 48 hours, in a statement posted on his Twitter account late Saturday.

In response, the Venezuelan foreign ministry said in a statement on Sunday it had declared each of the Salvadoran diplomatic staff in Caracas "persona non grata" and gave them 48 hours to leave.

Maduro's leftist government has jailed opposition leaders and is accused of using torture and arbitrary arrests as it struggles to hold on to power amid a collapsing economy.

But his government still has support from Russia and China.

Before his election in June, Bukele said he would maintain a "distant" relationship with Caracas and close ties with the United States, Maduro's biggest diplomatic foes.

US Ambassador Ronald Johnson reacted warmly to El Salvador's decision.

"We applaud the government of President Nayib Bukele for ensuring that El Salvador is on the right side of history," he said on Twitter.

US President Donald Trump was one of the first leaders to recognize Guaido when the opposition leader mounted an unsuccessful bid to oust Maduro in April.

US sanctions six Venezuelan security officials over blocking aid

The United States imposed sanctions Friday on six Venezuelan security officials for obstructing aid that Washington had tried to force in as part of its effort to support the country's opposition leader against President Nicolas Maduro.

"We are sanctioning members of Maduro's security forces in response to the reprehensible violence, tragic deaths, and unconscionable torching of food and medicine destined for sick and starving Venezuelans," Treasury Secretary Steven Mnuchin said in a statement.

The six include Major General Richard Jesus Lopez Vargas, the commander of the Venezuelan National Guard, and Jesus Maria Mantilla Oliveros, commander of a unit tasked by Maduro with reinforcing security on the Brazilian border, the Treasury Department said.

The sanctions freeze any assets in the United States by the six security officials as well as US financial dealings with them.

The United States, backed by Colombia and Brazil, last weekend tried to push badly needed aid into the crisis-torn country in coordination with Venezuelan opposition leader Juan Guaido, whom Washington has recognized as interim president.

Venezuelan forces blocked the operation, fearing it was a precursor to an invasion as President Donald Trump has not ruled out the use of force to depose Maduro.

Four people were killed in the ensuing melee and Guaido was stuck outside Venezuela, although he has vowed to return.

"The United States strongly supports the efforts of Interim President Juan Guaido, and Treasury will continue to target Maduro loyalists prolonging the suffering of the victims of this man-made humanitarian crisis," Mnuchin said.

Russia and China on Thursday vetoed a US and European-backed resolution at the United Nations that would have called for new presidential elections in Venezuela and unimpeded deliveries of humanitarian aid.

Russian Foreign Minister Sergei Lavrov, receiving Venezuelan Vice President Delcy Rodriguez in Moscow on Friday, said that Russia was stepping up shipments of wheat into Venezuela and was considering more shipments of medical supplies after sending 7.5 tonnes worth.

"We are very closely cooperating and coordinating all our steps in the international arena," Lavrov said.

"This has acquired special significance now that Venezuela is facing a frontal attack and unabashed interference in its domestic affairs," he said.

Guaido has said that 300,000 people could die without an influx of aid into Venezuela, where Maduro's leftist government presides over a crumbling economy in a crisis that according to the United Nations has caused 2.7 million people to flee since 2015.

The Trump administration has rejected Maduro's appeals for direct talks, saying there is nothing to negotiate so long as he stays in power.

US, Russia lend skill to non-stop Argentina sub hunt

[BAHÍA BLANCA, Argentina] Eleven days after Argentina's missing San Juan submarine went silent following an explosion, a 14-nation search has failed to find the vessel at the bottom of the Atlantic Ocean.

But not for want of trying.

For more than a week, aircraft from Argentina, Britain and the United States have crisscrossed the South Atlantic.

A Russian Antonov transport plane has arrived with an underwater robot that can scour the ocean at a depth of 1,000m, adding to the arsenal of sophisticated international recovery tools. 

Russia also sent an oceanographic research ship to the search zone, and the US Navy provided an underwater rescue capsule.

Even though Argentina's navy has yet to declare the 44 crewmembers of the ARA San Juan dead, many relatives of the crew have lost hope.

On Thursday, the navy revealed there had been an explosion aboard the submarine, which experts said was likely catastrophic and linked to a battery problem.

"There is no precedent in history for a deployment of this extent," naval engineer Horacio Tettamanti said of the recovery effort.

"The United States and Russia are the most developed in this field, a legacy of the Cold War," added Mr Tettamanti, one of Argentina's leading experts in the field.

Confirmation of the explosion has led to a more localised search area around a zone 400km off the Argentinian coast, after searchers initially scoured a 500,000 sq km area nearly the size of France.

But in this region north of the Falkland Islands - known in Argentina as the Malvinas - depths at the edge of the Argentine shelf can plummet.

From Argentina's military base at Bahia Blanca two US Navy P-8A Poseidon aircraft are using their radars and scanners in the sub hunt.

An AFP journalist aboard saw them drop buoys equipped with sensors to try to detect the vessel.

US personnel focus on their monitor screens, looking for any clues to the sub's location on a mission that continues 24 hours a day using rotating crews.

At the port of Comodoro Rivadavia, a ship carrying the submarine rescue vehicle cast off and headed toward the search zone.

The vehicle could descend to the sea floor to recover the crew members once the San Juan is located - and it will be, said Tettamanti.

"The search will continue until they find it. With the technical deployment that is there I am convinced that it will turn up rapidly, in coming days," he said.

But military expert Rosendo Fraga cautioned: "The search is going to take time."

Paris (AFP) - The death of Cuba's Fidel Castro prompted reaction across the spectrum Saturday with some world leaders describing him as a friend and ally, while rights groups recalled his repression of basic freedoms.

Here are some responses to the death of the 90-year-old Cold War icon, whose life was defined by his resistance to the capitalist United States.

Barack Obama

"History will record and judge the enormous impact of this singular figure on the people and world around him," said the US president, who made a landmark visit to Cuba in March after diplomatic ties between the two nations were restored.

Donald Trump

The US president-elect called Castro a "brutal dictator", but made no overt mention of earlier threats to roll back a historic rapprochement.

"Fidel Castro's legacy is one of firing squads, theft, unimaginable suffering, poverty and the denial of fundamental human rights," Trump said in a statement.

Vladimir Putin

"The name of this distinguished statesman is rightly considered the symbol of an era in modern world history," the Russian president said.

"Fidel Castro was a sincere and reliable friend of Russia."

Xi Jinping

China's president hailed Castro in a message read out on state television. "The Chinese people have lost a good and true comrade," he said.

"Comrade Castro will live forever. "

Nicolas Maduro

The Venezuelan president, Cuba's main ally in the region, said on Twitter: "It is up to us to continue his legacy and carry his flag of independence."

Bashar al-Assad

"The great leader Fidel Castro led his people's and his country's struggle against imperialism and hegemony for decades," said the Syrian president, hailing Castro's "legendary resistance" to the US embargo against Cuba.

Syria has faced a barrage of US and EU sanctions over its brutal civil war.

Pope Francis

The Catholic world leader sent a message saying he was "praying to the Lord that he may rest in peace".

Ban Ki-moon

"Under former president Castro, Cuba made progress in the areas of education, literacy and health," the UN secretary-general told journalists.

Mikhail Gorbachev

"Fidel stood up and strengthened his country during the harshest American blockade, when there was colossal pressure on him and he still took his country out of this blockade to a path of independent development," Interfax news agency quoted the former Soviet leader as saying.

Jacob Zuma

The South African president gave one of the warmest tributes, saying: "President Castro identified with our struggle against apartheid. He inspired the Cuban people to join us in our own struggle.

"As a way of paying homage to the memory of President Castro, the strong bonds of solidarity, cooperation and friendship that exist between South Africa and Cuba must be maintained and nurtured."

Francois Hollande

Castro embodied Cuba's revolution in both its "hopes" and its later "disappointments", the French president said in a statement.

Narendra Modi

India's prime minister sent his "deepest condolences" to Cuba.

"Fidel Castro was one of the most iconic personalities of the 20th century. India mourns the loss of a great friend," Modi tweeted.

Mohammad Javad Zarif

Castro was "a unique figure who fought against colonialism and exploitation" and was "a model of the fight for independence by oppressed nations", said Iran's foreign minister, the Fars news agency reported.

Luiz Inacio Lula da Silva

Brazil's once hugely popular leftist president Lula mourned Castro's death as equivalent to losing a brother.

"His spirit of combativeness and solidarity nourished dreams of liberty, sovereignty and equality," he said.

Rodrigo Duterte

For the Philippines' president, Castro distinguished himself by "standing up against the West and imperialism".

Communist Vietnam

Vietnam's official Communist news agency hailed Castro as "a great leader" who was "the shining reflection of the independence and revolutionary movements of countries in Latin America and around the world".

Mahmud Abbas

"He was a fierce defender ... of justice in the world," said the Palestinian president.

Diego Maradona

The Argentine football legend lamented Castro's death saying, "I'm terribly sad as he was like a second father."

Amnesty International

The London-based human rights organisation said the state of free expression in Cuba was Castro's "darkest legacy".

"Castro's achievements in improving access to public services for millions of Cubans were tempered by a systemic repression of basic freedoms," Amnesty said.

Answer: This leader is of the old energy, but was needed for the time. The teachings of the great prophets of the Middle East (all related to each other) are about unity and love. The one who replaces him may surprise you, for his particular organization will be in survival mode at that point in time. That is to say that fewer and fewer are interested in starting the priesthood. Fewer and fewer young people are interested in the organization, and the new pope must make changes to keep his church alive. That means that his organization will remain, but with a more modern look at what truly is before all of you in a new energy. Russian Sports Minister Mutko barred from Rio Games over doping

Lausanne (AFP) - The International Olympic Committee on Tuesday barred Russian Sports Minister Vitaly Mutko and other ministry officials from attending the Rio Games after the revelation of a state-run doping system.

"The IOC will not grant any accreditation to any official of the Russian Ministry of Sport or any person implicated in the (independent) report for the Games of the XXXI Olympiad Rio 2016," said an IOC statement.

An independent inquiry commissioned by the World Anti-Doping Agency said the Russian sports ministry organised a "state-dictated failsafe system" of cheating by Russian athletes at the 2014 Winter Olympics and other major events hosted by Russia.

Deputy sports minister Yury Nagornykh is among officials to have been suspended by the Kremlin since the report was released on Monday.

Russia vows to ensure Damascus observes ceasefire: Putin

Moscow (AFP) - Russia will do "whatever is necessary" to ensure that Damascus respects a Syrian ceasefire agreement that Moscow and Washington say will take effect on February 27, President Vladimir Putin said Monday.

"We will do whatever is necessary with Damascus, with the legitimate Syrian authorities," Putin said during a televised address after speaking by phone with US President Barack Obama.

"We are counting on the United States to do the same with its allies and the groups that it supports."

Putin said the United States and Russia were "ready to put in place an effective control mechanism" to ensure respect of the ceasefire, adding that a "direct line of communication will be created as well as, if necessary, a working group to exchange information".

"Finally a real chance to bring an end to the years of bloodshed and violence is emerging," Putin said.

The Russian president said the ceasefire agreement had come out of "intense work by teams of Russian and American experts", made easier by the "positive experience" of a US-Russian deal on the dismantling of Syria's chemical weapons arsenal, signed in September 2013.

"All fighting groups should confirm to us, or to the United States, their commitment to this truce," Putin said of the deal signed between Moscow and Washington on Monday.

"The Russian and American militaries, together, will define the territories on which these groups are operating. There will be no military operations against them."

But "with regard to the Al-Nusra Front, the Islamic State and other terrorist groups recognised as such by the UN, a ceasefire is totally excluded. The strikes against them will continue," he added.

Russia and the United States said in a joint statement that the partial truce would come into force at midnight Damascus time on Saturday (2200 GMT Friday).

They're going to have to make the decision to fight the darkness or not. And if they do not fight the darkness, they will then be vulnerable to the dark army. We told you this information years ago. All governments on this planet will eventually be involved in eliminating the dark army. So when the dark army beats on the beehive, those who have been sitting on the fence will be ripped off and will see light and dark and must make a decision. The dark army, by its very actions, is seeding its own destruction. It does not understand light. It only understands one thing: Fear. This represents a very old energy. It goes like this: "If you can make people afraid, you will win any battle." This is an old energy consciousness, and there is truth to it, if you're a victim. If you're a transmitter of light, it won't affect you. You'll know better.

Funding is the Grease of the Engine of Darkness

Everyone on the planet will have to get off the fence in order to eliminate the dark army. Now we have told you before how to do it. And politicians will roll their eyes. Those on the inside of government who know how things work will roll their eyes. You can eliminate the dark army without death. The very thing they're afraid of losing, you can take from them now. Money! How does a dark army work when they can't eat? How will they function when they have no weapons? I guarantee you, even the darkest member of a dark army will go home if they're not fed, or there's no one around to organize them because the leaders are hungry and left. It's impossible, some say. The money is coming from unknown sources, they say. Let me tell you something. No, it isn't. It is coming from very known sources. Much of it comes from the resources of conquered land, but not all. They will start losing their land soon, so they will need funds all the more. If the sources of their income were totally exposed - there are those listening who need to hear this - if the sources of their income were totally exposed, it would make a big difference to the public, who would be shocked.

Let me talk to politicians. You regularly sit across the table from those who are from other countries and who are allies. They smile at you as they fund the dark side. After all, there is money to be made with war! This has been the way of it for years. But this won't last long. Politician, when it's found out that you knew about it, you are the one who will be held responsible. You didn't do anything about it.

I want to talk to Americans, because my partner [Lee] is an American. I'm going to tell you something now, and you're not going to believe it. Many of your hard-earned tax funds are finding their way to the dark army! And there are those within your government who know it. I'll give you an answer as to what to do about it in just a few words: International transparent forensic accounting. International transparent forensic accounting! It is time to clean up the funding of the dark, and kill their ability to make war.***

I have a warning for any of those in leadership who know about where the money is coming from, and are not doing anything about it. Your leadership days are numbered. The light is going to expose it and you will lose. Why not get on the right side of the fence now?

Is this too high-minded? Is this too simple? To think that the world could come together and pull the rug from under the darkness where they sit and the cocoon of money that they're in - could this actually happen? Watch for a wild card! [Kryon chuckles again.]

If you did this, would it change the kind of attack you had in Paris? After all, that wasn't an army at all, but just a few. The answer is yes - for the few answer to the many and were trained by the many. They saw the many as an established core to work from. Without the core, there is no purpose. The few are then on their own, without anything backing them up.

It's up to you listening, not the ones in this room. The ones listening and reading later may not even be into Kryon or channeling, but they hear this and know I'm right. This is not a dark message. History will remember these times when the world finally got together and realized where they were going. It is tough now. It changes the paradigm of existence. Pope, patriarch urge Christian unity at historic talks

Havana (AFP) - Pope Francis and Russian Orthodox Patriarch Kirill called in a historic meeting Friday for restored Christian unity and urgent action to help Christians threatened by violence in the Middle East.

"For nearly one thousand years, Catholics and Orthodox have been deprived of communion in the Eucharist," they said in a joint declaration signed after talks in Cuba.

"We are pained by the loss of unity, the outcome of human weakness and of sin."

It was the first meeting between the heads of the Eastern and Western churches since the great schism of 1054 when the churches split apart, with the Eastern church rejecting the authority of Rome.

"Mindful of the permanence of many obstacles, it is our hope that our meeting may contribute to the re–establishment of this unity willed by God," the church leaders said.

Their meeting was driven by rising violence in recent years in the Middle East, where Christian communities have suffered violence at the hands of extremists.

"We call upon the international community to act urgently in order to prevent the further expulsion of Christians from the Middle East," they said.

"In many countries of the Middle East and North Africa whole families, villages and cities of our brothers and sisters in Christ are being completely exterminated," they went on.

"We wish to express our compassion for the suffering experienced by the faithful of other religious traditions who have also become victims of civil war, chaos and terrorist violence."

The 79-year-old Francis, in white robes and a skullcap, and Kirill, 69, in black robes and a white headdress, earlier kissed and embraced before sitting down smiling for the historic meeting at Havana airport.

Between them, they are the spiritual leaders of more than 1.3 billion Christians.

"At last we meet. We are brothers," said the pope as he met the white-bearded Orthodox leader. "Clearly, this meeting is God's will."

Church diplomacy

The meeting on neutral ground -- hosted by the communist, atheist Cuban leadership of Raul Castro -- was decades in the planning, with the final obstacles swept away by the pope's determination and global politics.

"I just wanted to embrace my Orthodox brothers," he said in an interview this week.

But he also framed the encounter in a broader context of engaging Russia, saying Moscow could be an important partner for peace in the world.

Francis has twice received Russia's President Vladimir Putin at the Vatican. The Russian leader has clashed with other powers recently over the conflicts in Syria and Ukraine.

The Orthodox Church's refusal to accept the primacy of the Roman pontiff has long been the primary barrier to a rapprochement between the Roman Catholic and Orthodox churches.

Now there are also tensions over the perceived evangelism of the Catholic Church in Eastern Europe.

The conflict in Ukraine has pitted Ukrainian Catholics loyal to Rome against separatists who are mostly Russian Orthodox.

Meanwhile, violence by armed Islamist groups has surged in the Middle East and North Africa.

"The international community must undertake every possible effort to end terrorism through common, joint and coordinated action," the declaration read.

"We exhort all Christians and all believers of God to pray fervently to the providential creator of the world to protect his creation from destruction and not permit a new world war."

The church leaders warned against the rise of secularism and said European integration must respect religious identities.

"While remaining open to the contribution of other religions to our civilization, it is our conviction that Europe must remain faithful to its Christian roots," they said.

Francis left after the meeting for a tour of Mexico, while Kirill continued a visit to Cuba, Brazil and Paraguay.

Francis's arrival in Mexico was set to be a luminous affair, with hundreds of thousands of well-wishers expected to line the 12-mile (19-kilometer) route from the airport to the Vatican ambassador's residence in Mexico City.

Believers planned to light up the road Francis's popemobile will travel with their mobile phones or hand-held torches, creating what local organizer Roberto Delgado described as a "wall of light and prayer."

Look for a softening of finger pointing and an awakening of new tolerance. There will remain many systems for different cultures, as traditions and history are important to sustaining the integrity of culture. So there are many in the Middle East who would follow the prophet and they will continue, but with an increase of awareness. It will be the increase of awareness of what the prophet really wanted all along - unity and tolerance. The angel in the cave instructed him to "unify the tribes and give them the God of Israel." You're going to start seeing a softening of intolerance and the beginning of a new way of being.

Eventually, this will create an acknowledgement that says, "You may not believe the way we believe, but we honor you and your God. We honor our prophet and we will love you according to his teachings. We don't have to agree in order to love." How would you like that? The earth is not going to turn into one belief system. It never will, for Humans don't do that. There must be variety, and there must be the beauty of cultural differences.
